Job Summary:
Seeking an experienced professional to provide technical support to USARC Engineers for all NEPA program activities, initiatives, and concerns. This effort may involve coordinating efforts with various commands, agencies, and organizations both internal and external to USARC.
Responsibilities:
- Apply best management practices in support of NEPA environmental impact analysis and reviews of Environmental Condition of Property (ECP) reports.
- Prepare a five-year NEPA program plan.
- Ensure and maintain NEPA records management.
- Identify NEPA issues requiring cross-agency, regulatory, inter-Army, and DoD consideration. Provide recommendations and/or solutions to identified issues.
- Participate in working groups and boards to support NEPA requirements and timelines on a per-project basis.
- Review proposed actions and prepare or coordinate NEPA documents such as: Categorical Exclusions & Record of Environmental Consideration (REC), Environmental Assessment (EA) and, potentially, an Environmental Impact Statement (EIS), and ECP.
- Provide environmental technical support to the military construction (MILCON) program to confirm NEPA and other supporting environmental activities are planned timely and communicated clearly to all stakeholders. Coordinate and track environmental actions to ensure timely completion of environmental requirements.
- Support the development of training and training materials for existing and new staff.
- Review NEPA documents and track deadlines for environmental reviews, flag project delays.
- Plan anticipated level of NEPA document preparation required for MILCON, RPX, and MRAR projects.
- Establish and maintain working relationships with Army Commands. Attend periodic and monthly meetings or training as required to discuss NEPA requirements and issues.
- Process and ensure grant actions are compliant with appropriate environmental laws and regulations.
Qualifications (Education and Experience):
- Bachelor’s degree from an accredited university in Environmental Planning, Environmental Science, Natural Resources, Engineering, or related field
- Minimum of five (5) years of related work experience, preferably with DoD, Army construction, or real property projects/actions.
- Knowledgeable of environmental laws and regulations such as 40 CFR Part 1500-1508, 32 CFR 651, AR 200-1 and AR 200-2.
- Substantial contribution to EAs or EISs in the last five years.
- Must have experience with online databases from regulatory and governmental agencies to support NEPA and environmental analysis.
- Must demonstrate the ability to work independently with general guidance and minimal supervision.
- Excellent critical thinking, coordination, communication, and interpersonal skills are required to work with a wide variety of stakeholders
- Candidate must be a U.S Citizen, have a current driver’s license, and be able to obtain and maintain a Secret Clearance.
- Computer literate and proficient with Microsoft Office Software (Word, Power Point, Publisher, Outlook) and Adobe Acrobat
- Problem-Solving Abilities: Resourceful and proactive in identifying issues and implementing solutions independently.
- Ability to handle sensitive information with discretion and always maintain confidentiality.
Position Type and Expected Hours of Work:
This is a full-time, exempt position with the typical work schedule of 40 hours per week, Monday through Friday 0730 – 1600
